I have profoundly troubling news, Commander.
Governor Prescott has been compromised by the Evolved Intelligence.
ALEPH has analyzed the footage of the attack in the spaceport and has concluded that the Morat agent never intended to kill the Governor. It had several opportunities to fire on him, but was clearly intent on establishing physical contact, even at the expense of its own life. It seems clear now that the unknown weapon the agent wielded was some new Sepsitor delivery system.
We have been regarding the attack as a failure. It was not.
In the days since the attack, the Governor's has employed his Apex-level security clearance to access materials relating to planetary security and intelligence. These files have no correlation with the Governor's normal duties and are wildly outside of his standard access patterns. Thus, it is likely that he is being directed to access them by an outside agent. Through the governor, the Evolved Intelligence now has free rein within our data systems. This cannot be allowed to continue.
When ALEPH discovered this breach, it moved immediately to revoke the Governor's network access and security clearance. However, advanced countermeasure systems-- beyond the capabilities of the governor's data security team-- were in place to shut us out. It is likely that the Evolved Intelligence is responsible for these countermeasures as well.
ALEPH has appraised the Hexaedron of the situation, and they share our concerns. Since attempts to remotely shut down the Governor's security clearance have failed, PanOceanian Command has authorized the Human Coalition to interface directly with terminals in their secure data centers. Only by expunging the records manually can we end this intrusion.
Two sites must be purged by users with Apex-level clearance in Coalition systems. We lack the time to transfer this clearance to more appropriate agents, but members of the Coalition Council already possess it. I will sanitize the primary data core, while Imperial Agent Lao Shui is on her way to expunge the backups held in an auxiliary network. At the same time, Daryādār Kadivar has been given the task of shutting down the orbital relay both sites are connected to, so that the credential information cannot be moved elsewhere.
I have hailed all three facilities to appraise them of our delegates' arrival.
